The NBDB is now accepting applications for grant for 2013

The NBDB is now accepting applications for grant for 2013 in the following topics: 1) Habitat Rehabilitation and Social Impacts; 2) A Novel or book-length literary work originally written in Cebuano; and 3) Documentation/codification of any traditional knowledge. Deadline of submission of applications is on August 30, 2012.

FILCOLS @ PASADO National Conference 2012

FILCOLS' Executive Officer for Membership and Documentation Beverly W. Siy gave a lecture on copyright basics at the PASADO National Conference 2012 last 27 April 2012 at the Angelicum College, Biak na Bato, Quezon City.

The first day of the event was composed of lectures about different types of media such as films and how they can be best utilized in teaching language and literature, copyright and others. There was also a demonstration teaching. Awards night for outstanding performers and players in the film and movie industry was held on the second day.

Professors from the basic education and tertiary educations attended the event.

PASADO or Pampelikulang Samahan ng mga Dalubguro is an organization of teachers from various schools that believes in the power of film to educate and transform the society.

FILCOLS at the WIPO Asia-Pacific Regional Symposium on Capacity Building in the Field of Copyright and Related Rights

FILCOLS attended the WIPO Asia-Pacific Regional Symposium on Capacity Building in the Field of Copyright and Related Rights (CRR) held last April 24-25, 2012 at the Multi-purpose Hall, Ground Floor, Intellectual Property Center, McKinley Hill, BGC, Taguig City.


Welcome remarks were delivered by Atty. Ricardo Blancaflor, Director General of the Intellectual Property Office of the Philippines, Mr. Satoshi Tsuzuki, Deputy Director of the International Affairs Division, Japan Copyright Office (JCO), Agency for Cultural Affairs, Tokyo and Mrs. Gao Hang, Director, Copyright Development
Services Division, World Intellectual Property Organization (WIPO), Geneva.


During the first day of the event, Mr. Scot Morris talked about the importance of the copyright regime, the need for capacity building programs to solve current problems in the region and the strategies and approaches for strengthening the copyright system in developing countries. From Sydney, Mr. Morris is the Director International of the Australasian Performing Right Association (APRA).


Mr. Ang Kwee Tiang discussed the recent growth and the development of CRR in the region. He is the Regional Director for Asia and Pacific and Counsel of the International Confederation of Societies of Authors and Composers (CISAC). He is from Singapore.


Atty. Carmen G. Peralta, the Director of Documentation, Information and Technology Transfer Bureau of the Intellectual Property Office of the Philippines (IPOPHL) talked about the practices, experiences and challenges on capacity building of CRR in the Philippines.


Mrs. Hang, a national of China, presented the recent development of copyright in the international level, focusing on the main issues and progress of the Standing Committee on CRR.


Mr. Tsuzuki shared the experience of Japan through his lecture entitled Practices and Approaches in Providing Capacity Building Programs of CRR for Developing Countries.


On day two, reports about the recent developments, challenges and responses for capacity building in the field of CRR were delivered by representatives of the participating countries such as Bangladesh, Bhutan, Cambodia, China, Fiji, India, Indonesia, Lao PDR, Malaysia, Maldives, Mongolia, Myanmar, Nepal, Pakistan, Papua New Guinea, Sri Lanka, Thailand and Vietnam.


All of them are very active in awareness campaigns. Some shared their problems with reproduction rights organization, some still did not have RROs in their country. Some of them need modernization of their copyright office. Most of them expressed the need for technical assistance, more training on IP and CRR at the local and international level, national conferences and trainings especially for enforcers, and publications about copyright.


Then Mr. Manisekaran Amasi followed shortly. He explained the WIPO’s structured approaches for capacity building programs for developing countries. Mr. Amasi is a consultant of WIPO’s Copyright Development Services Division. He is from Malaysia.
Mr. Ang went onstage again to talk about the role of the government and private copyright institutions in enhancing the capacity building at the national level.


The afternoon ended with a roundtable discussion. The participants and the speakers talked about steps to take and actions to make. Mr. Amasi moderated this segment of the regional symposium.


This event was organized by WIPO in cooperation with IPOPHL with the assistance of JCO, Agency for Cultural Affairs, Government of Japan.

The symposium on Capacity Building by WIPO (World Intellectual Property Organization) was held on April 24 and 25, 2012 in the IPOPHIL office in Bonifacio Global City.
The symposium was attended by delegates from 18 Asia-Pacific countries. The local participants were from related organizations like the Film Academy, National Library, FILSCAP and FILCOLS, both Collective Management Organizations.

FILCOLS Celebrated the World Book and Copyright Day 2012 with NBDB and IPOPHL































FILCOLS celebrated the World Book and Copyright Day 2012 last April 22, 2012 at the Planas Garden, Quezon City Memorial Circle. Dubbed as Summer Slam, the program was packed with action, excitement and of course, respect for copyright. It started at 9:30 am and ended at a little past 8:00 p.m. Around two hundred people from all walks of life became part of the celebration.

The program opened with welcome remarks from Neni Sta. Romana Cruz, the Chair of the National Book Development Board and Atty. Ricardo Blancaflor, the Director General of the Intellectual Property of the Philippines. It was followed by the Awarding of the National Book Development Trust Fund to the winners. Ma. Florina Y. Orillos-Juan for Ang Kabihasnan at Lipunang Pilipino sa Harap ng Pananalanta ng Balang 1569-1949 and Ma. Mercedes G. Planta for Traditional Medicine in Colonial Philippines 16th to the 19th Centuries went up the stage to receive the grant. Antonio R. Enriquez for The Siege of Fort Pillar won for the Novel Category but he was not present during the ceremony.

Afterwards, The Batutes (Siege Malvar and GP Abrajano) performed a modern version of balagtasan. They were followed by a rap contest organized by IPOPHL. The winners were a professional rapper, a guy who works for a real estate company (walk in contestant) and a copyright advocate. Cash prizes were given away.

The contest was followed by performances from Quartermoon and Carlos CastaƱo band. Kuya Rich, the storyteller, amazed the young audience with a story about street children. Up next was the Quezon City Public Library puppeteers featuring a story about caring for the environment. The text was written by broadcaster Tintin Bersola-Babao. Miko Pepito surprised everyone through his spoken word performance in the Filipino language.

Then came the segment of Filipinas Copyright Licensing Society or FILCOLS. It featured games for the kids and adults. One of the games asked the kids to bring authors in front of the stage. Napoleon Almonte, FILCOLS’ Executive Officer for Licensing and author of Rizal is My President, Siege Malvar, the author of young adult novels Crash and Roles from Visprint and Mookie Katigbak-Lacuesta, author of The Proxy Eros from Anvil were brought in and had fun dancing with the kids. The kids who persuaded these authors to come with them got books as their prizes. Longest breath games asked the young and the young at heart participants to say “No to Piracy” and “Yes to Copyright” as loud as they could. Books written by FILCOLS members were given as prizes to the winners.

The highlight of the FILCOLS segment was a performance by Wanlu, the champion ventriloquist from the Talentadong Pinoy show. During his show, one of his puppets mentioned the value of authors in the modern world. There was laughter everywhere when Wanlu joked around with his marionettes, and hard and soft puppets. But it was when Wanlu’s performance featured human puppets that the crowd went really wild. Wanlu gave original DVDs as gifts to those who acted as his human puppets. He then segued to the importance of respecting copyright by patronizing local and original products (such as his DVD).

Bebang Siy, FILCOLS’ Executive Officer for Membership and Documentation, served as the emcee. She ended the FILCOLS’ segment by thanking the organizers, co-organizers, FILCOLS’ funders namely NORCODE and KOPINOR, and the team that made the participation of FILCOLS in Summer Slam a success: the Freelance Writers Guild of the Philippines (FWGP) headed by Ime Morales and some of its Steering Committee members Teena Estrada and Claire Agbayani, Zaldy Arboso, Maritez and Marisa Laudinez and Anthony Marabe of Siyudad ng Antipolo Arts Guild (SINAG), Paul Arpee Zapata, Black Pen Publishing, Pandora’s Books Online Shop, Balangay Productions, Jojo Perez and Wanlu. Siy also reminded everyone that copyright is authors’ human rights.

As the night closed in, a series of performances by live bands entertained the crowd. Some were FILSCAP members, some were invited by IPOPHL: Kaligta, Hinlalato, Toto Sorioso, Speakeasy, Mom's Cake who wowed the crowd through their costumes and impersonations of famous singers, Black Summer, Dee Jay Alvaro, who came down the stage to join the audience in singing Filipino songs, and the divine rocker Mr. Art Gallero.

Summer Slam or the World Book and Copyright Day 2012 Celebration was organized by the NBDB and the IPOPHL in partnership with FILCOLS, FILSCAP, Komikon, Metroserye, QCPL, Vibal Foundation and Visprint.

FILCOLS’ Booth at the World Book and Copyright Day 2012 Celebration















The Philippine Celebration of the World Book and Copyright Day 2012 was a tremendous success! Dubbed as Summer Slam, it was held last April 22, 2012 at the Planas Garden, Quezon City Memorial Circle. The theme of the celebration was school fair. At the venue, booths were checked out by hundreds of visitors from 8:00 am until early evening.

The booths of Filipinas Copyright Licensing Society or FILCOLS featured the artwork “No to Piracy” by FILCOLS member Zaldy Arboso, the satellite bookshop of FILCOLS member Black Pen Publishing (with its partner Pandora’s Books Online Shop) and books by member Nid Anima. FILCOLS also sponsored a photo booth from 11:00 am to 2:00 pm. Visitors flocked in to get their pictures taken as a souvenir for the event. Each photo came with a sticker that shared copyright one-liner trivias. A copyright quiz was conducted the whole day in one of the FILCOLS booths. Lucky participants brought home books written or published by FILCOLS members.

The booth of FILCOLS member Anvil Publishing showcased some of their Filipiniana books that were recently published. There were also lots of books on sale, some were sold at P10 per copy.

FILCOLS member Vibal Publishing had a booth that displayed its latest educational books.

FILSCAP or the Filipino Society of Composers, Authors and Publishers featured a video presentation about the organization in its booth. FILSCAP led by Executive Director Debbie Gaite and Officer for Membership Mitos de Guzman provided brochures and other reading materials to interested individuals.

Visprint authors GM Coronel, Eros Atalia, who is also a FILCOLS member, and Karen Francisco braved the heat to meet and greet their fans at the Visprint booth. Books by Bob Ong were also sold here at 20% discount.

Creators from Sulyap Komiks Anthology and Summer Komikon 2012 guest Freely Abrigo were present at the Komikon booth. Merchandise were also sold in preparation for the Summer Komikon event that will be held in May.

Metroserye’s booth was manned by the lit’s “it” couple Mookie Katigbak and Sarge Lacuesta. A marriage booth, it doubled as a selling area for the Metroserye publication. FILCOLS member Louise Amante (a poet and writer from the academe) and his wife got married for the second time. They exchanged vows, which were actually verses written by the timeless poet e.e. cummings, under the red sign Cupid’s Chapel of Love.

The twin booth of National Book Development Board and Intellectual Property Office of the Philippines housed the secretariat who gave free Summer Slam shirts, the main sound system equipment and an ice cream cart. All registrants were treated to free ice cream.

Summer Slam or the World Book and Copyright Day 2012 celebration was organized by the NBDB and the IPOPHL in partnership with FILCOLS, FILSCAP, Komikon, Metroserye, QCPL, Vibal Foundation and Visprint.

Launching of FILCOLS Member from Pangasinan Santiago Villafania's Book April 28

Pinabli and Other Poems (published by C & E Publishing for De La Salle University), a collection of Pangasinan poems with selected translations in Filipino, English, and Spanish will be launched on April 28, 5.pm, at the Solidaridad Bookshop in Padre Faura, Ermita, Manila.

The Philippine Center of PEN International sponsors the launching by holding it during its regular general meeting on the last Saturday of the month. Villafania is a board member of Philippine PEN.

Dr. Florangel Rosario Braid wrote in her introduction that Villafania’s rise to become the most outstanding Pangasinan poet today is phenomenal. His writings demonstrate a more than usual keen sense of observation about the human nature and the environment around him. Pinabli and Other Poems consists of over 200 anlongs mostly deal with love, which he describes in a language full of imagery and lyricism.

Santiago B. Villafania, a bilingual Filipino poet who writes in English and in his native language of Pangasinan, is the author of poetry collections Malagilion: Sonnets tan Villanelles (a finalist for Best Book of Poetry in the 27th National Book Awards), and Balikas na Caboloan (Voices from Caboloan, 2005) published by the National Commission for the Culture and the Arts (NCCA) under its UBOD New Authors Series. He has been published in several countries and translated into several languages.

Villafania is one of the 11 Outstanding Pangasinan conferred with the 2010 Asna Award for the Arts and Culture (literature) during the first Agew na Pangasinan and also the 430th Foundation Day of the province on April 2010.

FILCOLS @ GUMIL Filipinas National Conference in La Union




FILCOLS’ Beverly Siy delivered a talk on authors’ economic rights last 21 April 2012 at the 44th National Conference and Literary Seminar-Workshop of GUMIL Filipinas. It was held at the Audiovisual Room of Don Mariano Marcos State University, North La Union Campus, Bacnotan, La Union. After her talk, Siy, the Executive Officer for Membership and Documentation of FILCOLS, distributed membership forms and invited everyone to join FILCOLS. The response was very positive.

The said conference lasted from April 20-22. It featured book launchings, cultural night, lectures, cultural presentations, contests and awarding ceremonies. More than two hundred authors, professors and students from the northern part of the country and from all over the Philippines graced the occasion. GUMIL Filipinas chapters GUMIL Cagayan, GUMIL La Union, GUMIL Pangasinan, GUMIL Metro Manila, GUMIL Ilokos Norte, GUMIL Abra, GUMIL Isabela and GUMIL Hawaii sent their representatives to the event too.

Other invited speakers were Dir. Emelita V. Almosara, the Executive Director of National Commission for Culture and the Arts, Dr. Ricardo Ma. Duran Nolasco, professor from the College of Linguistics, University of the Philippines Diliman and Atty. Concepcion H. Luis, Commissioner, Iluko, Komisyon sa Wikang Filipino.

The theme was: Ang Manunulat Bilang Guro. This event was organized by GUMIL Filipinas headed by Judge Vivencio Baclig (ret.) in coordination with National Commission for Culture and the Arts.
